About Henry County
Henry County, GA, was considered a rural farming county before 1969 when Interstate 75 was completed, making downtown Atlanta only a short commute away. More recently, Henry County has been one of the fastest growing counties in the nation. Population is projected to grow 26% from 2006 to 2011 to more than 219,000 residents. The county has an area of just over 300 square miles.
Henry County is an NPDES Phase II community. It is also one of 16 Atlanta Metro counties included in the Metro North Georgia Water Planning District. The district was set up to develop regional and watershed-specific plans for stormwater management, wastewater management, and water supply and conservation for metro Atlanta. Decades of massive growth in the metro Atlanta area and several well-publicized problems had shined a spotlight on the need to protect water resources, environmental health, and the quality of life.
The Phase II regulations and the requirements that came with being part of the Metro North Georgia Water Planning District created the usual funding issues for a local government, so in 2004, after several years of careful planning and preparation, the Henry County Stormwater Management Utility was authorized by the board of commissioners, and the adventure began. The utility collects about $39 per year for each equivalent residential unit. The utility’s gross income is around $3 million annually.
